Dealing with hard water and limescale buildup

I’ve been living in this area for about six months now, and I’m already starting to see white, crusty buildup on all my faucets and the showerhead. It feels like no matter how much I scrub with vinegar, the limescale just comes back twice as thick the next week. Even worse, my hair feels like straw after every wash, and the soap barely even lathers up anymore. I’m pretty sure we have 'hard water' here, but I’ve heard mixed things about installing a full filtration system. Some people say they are a lifesaver for appliances like the dishwasher and water heater, while others complain about the maintenance and salt refills. Does anyone here actually use a water softener?
